ARRA: EETT-C Deadline Fast Approaching!

American Recovery and Reinvestment Act of 2009 (ARRA)- Enhancing Education Thru Technology - Competitive (Resource Code 4048) Grantees:

The following has been sent to each of the 151 LEAs awarded an ARRA EETT Competitive Grant. The funding for this grant is made in three installments (50%/ 30%/ 20%). The California Department of Education (CDE) has already paid 50% of the grant award amounts to all grantees. We are currently processing payments for the 30% installment. However, the 30% payment to your agency cannot be processed until we receive your expenditure report, which was due back on June 30, 2011.

As you are aware, the CDE is responsible for ensuring that the ARRA EETT federal funds are drawn down and processed in a timely manner by the LEAs as these ARRA funds will expire on September 30, 2011. Copies of expenditure reports can be obtained on the CDE Web site

Also, the final 20% will be paid upon the receipt by the CDE of the End of Period (EOP) Expenditure Report certifying that the total grant award has been obligated or expended in compliance with the conditions of the ARRA EETT grant. The final payment is also conditioned on all required ARRA Section 1512 and other state reporting requirements being met.. Again, the final expenditure report can be filed at any time once the grant has been fully expended or obligated, but no later than September 30, 2011. It is very important that these deadlines are adhered to as these ARRA funds will not be available beyond September 30, 2011.

EETT Competitive Round 9 Posted

On December 16, the California Department of Education (CDE) posted the Request for Applications (RFA) for $5.5 million in new Enhancing Education Through Technology (EETT) Competitive grants. The maximum district grant under this program is approximately $300,000. Schools previously funded through the ARRA or No Child Left Behind EETT Competitive process ARE ELIGIBLE to apply for Round 9 EETT-C funds.

An eligible applicant who submitted an application for the ARRA EETT-C program in October of 2009 may choose to substitute the score from that application for use in Round 9 of the EETT-C. However, districts will not be notified what those scores were. The scores from the October 2009 ARRA EETT C applications and the scores from new Round 9 applicants will be merged for ranking and awarding purposes. LEAs opting to use their October 2009 ARRA EETT C score are only required to submit Form 1- Application Title Page. If the LEA is awarded a Round 9 EETT-C grant, the LEA will be required to revise their goals, timelines and budget forms to reflect the revised award amount.

eett-c_workshop The RFA is available on the CDE Web site at http://www.cde.ca.gov/fg/fo/r5/eettc10rfa.asp. The RFA details the funding structure, funding priorities, and programmatic requirements of the EETT Competitive grant program.

The application must be received by the CDE no later than 5 p.m. on February 1, 2011.

ARRA EETT Competitive 2010

Nearly $34 M in federal education technology dollars are available in this ARRA EETT competitive grant application, posted October 23, 2010. The CDE received legislative budget authority in October 2010 to release the ARRA EETT competitive funds. LEAs will have a short time frame to spend or obligate the funds as they are available only through September 30, 2011. Eligible districts and charter schools have three weeks to write their application for this one-time technology education funding. Applications are due November 12, 2010 at 5 PM.

The primary goal of the American Recovery and Reinvestment Act (ARRA) Enhancing Education Through Technology Competitive (EETT C) grant program (2009 -2011) is for "acquiring, maintaining, and using data to enhance college and career readiness programs OR improving their high school graduation rate". The four guiding principles for use of ARRA funds include: (a) spending funds quickly to save and create jobs; (b) improving student achievement through school improvement and reform; (c) ensuring transparency, reporting, and accountability; and (d) investing one-time ARRA funds thoughtfully to minimize the impact of the limited life of these funds.

Successful LEAs must use funds to supplement (increase the level of services) and not supplant (replace) funds from federal, state, and local funds for similar activities. Any program activity required by state law or local board policy may not be paid with these funds. Grantees must maintain documentation which clearly demonstrates the supplementary nature of these funds.
